Rust formation of AISI 1010 Steel

Dear sir,
we are observing yellow stains on steel back surface after annealing , These patches grows further into rust during storage , we make Aluminum bi metal strips by roll bonding method, we used mixture of Kerosin and kutrol oil for bonding purpose , and after annealing rust preventive oil is applied over the steel back , but still these patches of yellowish stains and rust forms over the period of time, kindly suggest suitable method to over come this issue.
